School District Financial Projections

The data in the school district charts comes from the fiscal projections developed by the 612 school districts. Roughly 91 percent of the school districts project a deficit in their ending cash balance by 2015. The aggregate deficit for all schools exceeds $7.6 billion. By 2015, compensation package costs will swallow 96 percent of projected revenues. With only 4 percent of revenues remaining, no amount of cost-savings outside of compensation package cuts will ease the expected deficits. Thus, school districts will either have to dramatically increase revenue via higher tax levies or make large cuts to compensation packages or a combination of both actions.

To demonstrate the seriousness of the financial challenges ahead, we assumed school districts would not find additional revenues. With the expected state budget cut to school districts, the reality is that the current revenue projections likely overstate the revenue that will be available. For ease of application, we applied a 10 percent compensation package cut to each school district's financial projections and then allowed the compensation package costs to grow by 3.2 percent each year. Each chart shows the difference between the school district's projections and the revised projections using our 10+3.2 growth figures.

In a limited number of school districts, our revised figures show a similar or a worse outcome than the school districts' current projections. In those school districts, the compensation package cost projections are low, perhaps reflecting expected compensation package cuts. We felt, given the severity of the problem in most other school districts, it was important to show these school districts. Ohioans in those school districts can best judge whether the compensation package cuts are likely or consistent with prior actions.
