The Buckeye Institute’s World-Famous Piglet Book Identifies More Than $9 Billion in Savings for Ohio Taxpayers

Columbus, OH – On Thursday, The Buckeye Institute released its world-famous 2025 Piglet Book, which identified more than $9 billion in savings for Ohio taxpayers. The Piglet Book analyzes Ohio’s proposed biennial budget to offer specific savings for lawmakers to consider as they debate the state’s two-year budget.

“This year’s Piglet Book outlines how policymakers can offer more than $9 billion in savings to Ohio taxpayers while still providing essential services,” said Greg R. Lawson, a research fellow at The Buckeye Institute and author of the Piglet Book. “To help keep Ohio economically competitive, the General Assembly should aggressively prioritize cuts to public spending, curb Medicaid growth rates, close tax loopholes, eliminate corporate welfare, and end government ‘philanthropy.’”

To reduce government spending, Lawson offered the following recommendations:

  • Reset the baseline by capping the increases in Ohio’s all funds budget, including Medicaid, to 3.5 percent, saving Ohioans $6.7 billion
  • Close tax loopholes saving Ohioans more than $2.25 billion.
  • End corporate welfare saving Ohioans $66.5 million.
  • End government philanthropy and advocacy, saving Ohioans more than $65 million.
